{"id":45,"date":"2013-11-27T16:52:05","date_gmt":"2013-11-27T16:52:05","guid":{"rendered":"http:\/\/hortonstrategic.com\/?page_id=45"},"modified":"2025-04-14T10:56:17","modified_gmt":"2025-04-14T09:56:17","slug":"projects","status":"publish","type":"page","link":"http:\/\/hortonstrategic.com\/?page_id=45","title":{"rendered":"SE HDG"},"content":{"rendered":"<p><strong><a href=\"http:\/\/hortonstrategic.com\/wp-content\/uploads\/2024\/04\/SEHDG.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-637 alignright\" src=\"http:\/\/hortonstrategic.com\/wp-content\/uploads\/2024\/04\/SEHDG.jpg\" alt=\"\" width=\"190\" height=\"262\" srcset=\"http:\/\/hortonstrategic.com\/wp-content\/uploads\/2024\/04\/SEHDG.jpg 336w, http:\/\/hortonstrategic.com\/wp-content\/uploads\/2024\/04\/SEHDG-218x300.jpg 218w\" sizes=\"(max-width: 190px) 100vw, 190px\" \/><\/a><\/strong><\/p>\n<address>\n<h2 style=\"text-align: center;\"><strong>South East Housing and Development Group <\/strong><\/h2>\n<h2 style=\"text-align: center;\"><strong>(SE HDG)<\/strong><\/h2>\n<h2 style=\"text-align: center;\"><strong>Terms of Reference <\/strong><\/h2>\n<h4 style=\"text-align: center;\">February 2025<\/h4>\n<p style=\"text-align: left;\"><strong>Aims and Objectives:<\/strong><\/p>\n<\/address>\n<address>\n<ul>\n<li style=\"text-align: left;\"><strong>Convene\u00a0 &#8211; <\/strong>to convene key players and thought leaders (including MHCLG, Homes England, SEC, Thames Estuary Growth Board, councils, developers, housing associations, garden communities, health) involved to achieve good plan-led growth and meet housing need.<\/li>\n<li style=\"text-align: left;\"><strong>Work collaboratively\u00a0 &#8211; <\/strong>Promote the benefits of housing and commercial development, to make sure everyone has a meaningful livelihood and a home that meets their needs.<\/li>\n<li style=\"text-align: left;\"><strong>Support good plan-led growth ambitions\u00a0 &#8211;<\/strong>\u00a0to provide support and advocacy to areas with ambitious growth plans, including the delivery of related objectives of regeneration, good plan-led growth, Garden Communities and New Towns.<\/li>\n<li style=\"text-align: left;\"><strong>Encourage and support councils to successfully review and deliver against their local plans and housing strategies &#8211; <\/strong>work collaboratively with the Kent Chief Planners, Essex Planning Officers Association and East Sussex Planning Officer, Kent Housing Group, Essex Housing Officers Group and the East Sussex Housing Partnership Board to support the contribution that they have in promoting accelerated housing delivery.<\/li>\n<li style=\"text-align: left;\"><strong>Identify and remove the barriers to accelerate housing delivery &#8211; w<\/strong>orking collaboratively with Kent Housing and Development Group (KHDG), Developers East Sussex (DES), Essex Developers Group (EDG) and other interested parties to identify and remove obstacles to accelerate housing and commercial development, assembling evidence and finding solutions.<\/li>\n<li style=\"text-align: left;\"><strong>Promote best practice &#8211; <\/strong>supporting events and meetings to share best practice and information to support all to the standard of the best, widening opportunity for joint working with business through engagement and attendance at the Developer groups and public sector partnerships across the SE area. (Kent, Essex, East Sussex and more widely when beneficial.)<\/li>\n<li style=\"text-align: left;\"><strong>Look across locality boundaries &#8211; <\/strong>looking at the plans and proposals across the SE HDG operating area and of neighbouring areas and their impact in preparing for good plan led accelerated growth, including Local Government Reform and Devolution.<\/li>\n<li style=\"text-align: left;\"><strong>Promote the accelerated delivery of Affordable Housing and Supported and Specialist Housing &#8211; <\/strong>to work in partnership with Homes England and other public and private partners to raise awareness of the opportunities to accelerate housing delivery that meets the corporate objectives of local authorities to reduce homelessness, improve affordability, reduce care expenditure, and support independent lifelong living.<\/li>\n<li style=\"text-align: left;\"><strong>Lower Thames Crossing (LTC) and Strategic Infrastructure &#8211; <\/strong>to identify opportunities and barriers to maximise regional housing growth in response to the Lower Thames Crossing and other strategic.
